Batch Start Live Sessions

/api/v3/streams/batch/start

Starts multiple live sessions in batch. If success.length == 0 and failed.length > 0, the response will carry err_code=1; otherwise err_code=0. When both stream_ids and all=true are specified, only all=true is considered.
