Run a live-session batch action across servers

Runs one supported action for server-owned live sessions. location_id selects a location and all descendants; bitstreams_id can further restrict the request to servers in that scope. Every selected or excluded item must identify its owning server with bitstreams_id. EXPLICIT_IDS acts on selected_ids. ALL_MATCHING applies the live-session filters on every selected server except exclude_ids. Batch results are not paginated; every success, skipped and failed item includes bitstreams_id and server_name ownership metadata. Each server is given up to 15 seconds to find all-matching candidates and a separate 60 seconds to apply the action. If some servers cannot be queried or updated, outcomes from successful servers are returned and meta.warnings contains one entry per failed server. Items owned by a server in the scope that is not connected are not attempted and that server is reported in meta.warnings. If every attempted server operation fails, err_code and err_message report the complete failure and meta.warnings contains all server failures.
